Introduction

The video introduces the recent discovery of high-quality rare earth element reserves in Rajasthan, India. It sets the stage for a detailed discussion on the significance of these minerals and their potential impact on India's mineral landscape. The presenter also mentions opportunities for UPSC CSC preparation with Unacademy, both online and offline, and provides links to download study materials.

Discovery of Rare Earth Elements in Rajasthan

The video details the discovery of rare earth element reserves in the Shivna Hills of Barmer district, Rajasthan, with approximately 111,000 tonnes of minerals identified. Further exploration in the Kamai district of Barmer suggests potential reserves of up to 5 million tonnes. The quality of these minerals is notably high, with rare earth oxide concentrations averaging 3% and reaching up to 18% in some areas, significantly higher than the typical 1.5% in commercial mines.

Importance and Uses of Rare Earth Minerals

Rare earth minerals are crucial for various sectors, including defense, renewable energy, electronics, and medicine. India heavily relies on China for these minerals, which China often uses strategically. China exports 90% of the world's rare earth magnets and has imposed restrictions on their export, as well as banning the export of critical minerals like gallium and germanium, to hinder India's economic growth.

China's Strategic Misuse and India's Response

China's attempts to impede India's economic growth by restricting mineral exports have not been very effective due to India's mineral capacity and human resources. Despite short-term losses, India is actively reducing its dependency on China by exploring alternative import sources like Japan and pursuing joint production with Quad countries. Companies like Mahindra and MDA are focusing on local rare earth production to further decrease reliance on China.

China's Losses and India's Indigenization Efforts

China is facing losses due to a slowdown in domestic demand and an oversupply of rare earth magnets. Deals with the US have not been effective due to bureaucratic issues. Meanwhile, India is making significant strides in indigenization by accelerating mineral exploration and amending the MMDR Act 2023 to allow private firms. Incentives worth Rs 5,000 crore are being offered for rare earth element production and processing.

Future Prospects and Policy Initiatives

India is implementing the National Critical Mineral Strategy 2025, with plans for 1200 exploration projects by 2030, to boost domestic production of rare earth magnets and other products. India possesses substantial mineral reserves, approximately 6.9 million metric tonnes, and ongoing exploration efforts promise even larger reserves. The future involves auctioning discovered blocks, extracting and refining minerals, and manufacturing magnets and other products domestically, with the potential for export, leading to overall development and employment opportunities in Rajasthan.

Conclusion

The video concludes by summarizing the potential benefits of the rare earth element discovery in Rajasthan, including increased domestic production, reduced reliance on China, and economic development in the region. The presenter encourages viewers to like and comment on the video and provides information about Unacademy's offline classes for UPSC CSC preparation.

0:00 So recently a big development has happened. India has so far discovered some of the highest quality rare earth element reserves in Rajasthan. Where mining of about 17 critical minerals will start very soon. Now what are these minerals that have been found here and how will these change the overall mineral landscape of India. In such a situation, Chauhan, I will discuss it with you in detail. But before that you guys can join me on SRC 10 telegram group. You will get my class updates, PPT, PDF everything here. 0:45 Summary free of cost, I have provided the link in the description below. You can download it from there. Now friends, let us try to understand what has happened here. Basically, reserves of rare earth elements have been discovered recently in the Shivna Hills located in the Barmer district of Rajasthan. The minerals present inside it are in front of your eyes. And there are approximately 1 lakh 11,000 tonnes of minerals. What is important is not how big this reserve is. But its quality is important. Because if further exploration is done inside the Kamai district of Barmer, reserves of up to 5 million tonnes are believed to be there. This much estimation has been made. So many have been found and more are yet to be found within this region.

1:30 Besides, the quality of the minerals is also very good. Commercial rare earth mines normally show concentrations of rare earth oxides within a mineral around 1.5%. But the concentration of rare earth oxide here is a minimum of 0.61% in some places. The average is 3% and it is picking up to around 18% in many places, which clearly shows that the quality of rare earth reserves found here is very high in this region and

2:16 you all must be aware that these rare earth minerals are useful in many places. These are especially useful in the defense sector, renewable energy sector, electronics, medical sector, etc. India is heavily dependent on China for these minerals. And you all know how China misuses the reserves of these rare earth elements. He weaponizes them. And because of India's dependency on China, China misuses it a lot. As you may recall, India imports rare earth magnets from China. Almost everything that comes into India is imported from China. China exports 90% of the rare earth magnets in the world. But what did China do? Restrictions were imposed on the export of these rare earth magnets. It was

3:05 not completely banned but some restrictions were imposed. Even before this, the technology of processing rare earth minerals has been clearly banned by China. China had also banned the export of critical minerals like gallium and germanium. What is the purpose of all this development? To stop the rapid economic growth in India. But China forgot that India has huge capacity in terms of minerals. Because India has a huge geographical diversity. Besides this, we also have good amount of human resources available. In such a condition, this type of stance by China will instead harm China. Will not cause much harm to India. And we saw the same thing in the case of rare earth magnets;

3:51 India is incurring losses in the short term. At present India is improving. We are in talks to import rare earth magnets from Japan. We are in talks with Quad regarding joint production. It has been said by Mahindra in India and also by MDA company and Unda that we will do local rare earth production in India and reduce dependency on China. Meaning, overall India is reducing its dependency on China. On the other hand, China is facing huge losses. Look, the market for rare earth magnets is driven by huge exports from China.

4:37 Domestic demand is not that high and due to the economic slowdown, the demand seems to be decreasing further. The production of magnets is continuing. Because production is not halted. If it is halted, then if we start the production again, there will be huge losses. For this reason, no manufacturer has stopped production, and as a result, no one is willing to buy the mountains of rare earth magnets lying around in China. China has already signed a deal with the US. But still due to red tapism these magnets could not be exported. Meaning, on the contrary, the people inside China are suffering losses. India has also suffered losses in the short term but in the long term, we are making big developments in

5:23 terms of indigenization and for that, the exploration of minerals has been made faster and India has also now understood that it will have to develop rapidly in the mining sector. For this, an amendment was made in the MMDR Act 2023 and private firms were allowed here. Incentives worth Rs 5,000 crore have been given on the reserves of rare earth elements and for their production, if someone reforms the rare earth or processes it after exploring it, talks have been held to give incentives for setting up this plant. Along with this, a policy has been brought here to run the National Critical Mineral Strategy 2025 and 1200 exploration projects by 2030. Due to which,

6:09 more rare earth magnets will be seen being made in India in the future. Now you have understood that we will manufacture rare earth magnets within India itself. Now it is not that only magnets are made from rare earth minerals. Apart from magnets, all other products will also be manufactured indigenously in India. Now let me tell you one thing here that huge mineral reserves are already found near India. About 6.9 million metric tonnes and the current exploration is going on , this is an even bigger reserve which will help India further improve its ranking. Along with this, the quality of minerals is quite commendable. So what will happen here in the future? Simple things, first of all the blocks found here will be auctioned. After that, the minerals will be extracted from here and refined. After that,

6:56 they will be sent to the magnet plant and if they need to be converted into magnets, it will be done inside the magnet plant and if they need to be converted into other things, it will be done inside that. Then its domestic production will take place. If you want to export then we can also export. Due to this, overall development and employment opportunities will be generated in that area of Rajasthan. I hope you have understood all these things. If you liked the lecture then please like it. If you liked the lecture, please comment below. Preparing for UPSC CSC.
